No man, it has to do with EC being the only company that went ahead and got all its permits in place BEFORE the gov't changed the laws. Ec was essentially " grandfathered in" if you will, under the older laws.

I mean, that in itself kind of shows you that at least EC really thinks they have something in RZ.
