The problem with REE has never been scarcity, as they are actually quite common. But:

1) They are distributed too evenly rather than in deposits
2) When you find a deposit, they can be very difficult to extract
3) When you do find a deposit that can be extracted, it is likely to be in China or at least in Chinese hands.
