The reality, I think, is that you would get federal regulation of the policies that were sold across state lines.

Could go either way. I've seen proposals both ways. I don't know how the language is currently written and am not inclined to look it up. I'm not going to read much detail until there's a final bill. Waste of time to keep up with all the shifts.

I'm not sure that federal regulation would be an improvement. The problem with the current situation is that some states have insisted that only loaded policies may be sold in those states, which makes the policies too pricey. The reason for going out of state is to find policies that contain only what one needs, thus are less expensive and more flexible. The bills that Congress has come up with, at least the House bill, requires policies be loaded to be sold on the exchange. So there's nothing to be gained cost and flexibility wise.
