A 'shadow' inventory of properties close to foreclosure or seized but not yet for sale has been growing.

This is why housing prices in the hard hit areas won't see any major appreciation for a couple of more years even as housing has bottomed. In S. CA, housing bottomed by 1995-96 but LA didn't see housing appreciation until 1997-1998. And then the market took off like a rocket.

However, in places like Seattle and SLC, I bet we see housing appreciation by next year.
