There's no "plunder" in returning services to taxpayers. Spending taxes on foreign military adventures for corporations is plunder.

Abramoff. Cunningham. No bid contracts. The pallets of money that vanished in Iraq, unaccounted for. When the Inspector Generals in Iraq started asking the wrong people the wrong questions, they were eliminated from their oversight duties in Iraq.

The list is very long. No doubt you will claim you don't remember any of this, despite you claiming this several times in the past and you have been shown that it happened.

As to your examples, I know you are a hardcore elitist who believes that the poor and the unemployed should just be kicked to the curb. A Social Darwinist of the first water.
