It is if you drive. If you quit running around in circles, you'd realize this.

"If you want to drive a car on city streets you may be required to have it, but you can choose not to."

And if your pulled over and asked to show proof of insurance, you'll be caught and forced to pay a fine and get (more expensive) insurance.
