I personally know of some real people that got small jobs from the stimulus money. It was good honest work, but not something that I would put borrowed money on myself.

The instances I know about were the result of a long line of bureaucracy. First the state got the money and made it available to counties that applied for it. Many counties were not prepared to apply for it so the money did not get distributed. In the second round more of the money got distributed to individuals (and companies) that applied for grants and provided the jobs for it.

Did it have a significant effect? I doubt it. The instances I know about were honestly proposed and executed.
