There is no transferring of an obligation to pay. Or any debt at all. He is making a variety of claims, not all of which are coherent. The claim you are pointing to is the claim that it isn't really insurance, but something else. Since he also claims that he doesn't know what is in the bill, it isn't very clear what he means. Since you seem to understand, what does he mean, then? You make the claim I am mis-representing him. So, what am I mis-representing?
