What do you mean with this? It isn't like it was a smooth rise to 1998 and it has been all downhill from there. 1998 might have been the local peak, but the average is still creeping up. And that does not make a cooling cycle.

It depends on your starting point. My starting point is 1998, and it is cooling. Or, my starting point is Medieval Warm Period, and it is cooling.

What makes your starting point that shows warming better than mine that shows cooling?
