It's half of their health reform solution...the other half is cross state competition. Way short of the problems we face.

There are other elements that have a potential to make a lot more difference.

Problem is this:
- More medical care (spending or resources through doctor visits, consumption of drugs, tests) does not necessarily lead to better health.
- Nobody (no politician) relly wants to run on rationing of care
- Patients have no incentive to be economize the amount of money that is spent
- Doctors have no incentive to economize amount of money spent, since it is their income
- Insurance companies have some interest on the cost side, but they can always premiums

Something is needed to break this cycle, and it is GOP that pioneered high deductible health insurance plans combined with Medical Savings Accounts. It makes patient a consumer, and gives him financial reward for being economical with health spending.

Incidentally, it has been sabotaged all along by Dems... According to some accounts Dirty Harry wants to completely kill one innovation that could break the cycle of ever escalating health costs...
