And there is nowhere near to enough votes for the Senate to approve a treaty with foreign nations, like Kyoto or anything else. No where near. That's why, even if Copenhagen had come up with a treaty (note: it came nowhere close...), it still wouldn't have mattered much since it would not even have been presented to the Senate for ratification. Re: "Don't need a bill now... they have the EPA." While I'm betting that --- for political reasons --- there will be no carbon mandates issued by EPA.... (Even if EPA tried, it would be immediately stayed and battled in court for the next 20 years or so... another reason why they won't).
