Of course they are. Bush gave his share of hand outs during his 8 years. He spent $1 trillion on nation building in Iraq and was responsible for sending over plane loads of cash that no one tracked to where it was spent. He gave plenty of handouts to his friends in the oil industry, including no-bid contracts.

The plain fact of the matter is that the respect for the US in the world took a dramatic turn for the worse during the Bush admin and Obama is only now beginning to repair it. It will take a lot of time to heal the wounds Bush inflicted on this country.
