I see, thanks... this is very easily the most unpopular bill ever to be voted on in all of American history... those who vote in favor of this bill will place themselves in grave political peril, they'll be out of office and wouldn't be able to get a job shoveling dog shit...

Okay, now wait a second... I thought I had it... first, Congress does their thing and passes their bill, it then goes to the Senate... the Senate makes changes if need be and then votes and passes it, and then they send it back to the House for their approval and vote again, no changes are made... now, you're saying the House would vote and pass, and then back to the Senate once again to vote on it without making any changes?
