If the super-majority is supposed to be needed for getting rid of the bill, there are probably ways to repeal that requirement without a super-majority, or if that doesn't work, it could be zero-funded by a simple majority. Then you would have a law calling for a panel, but no funds to pay for their salary, offices, and support staff (which wouldn't affect previous recommendations, but would probably keep any new ones from happening).
