What we got was a negotiated result, never as pretty. This one was particularly ugly.

This type of thing is one of the reasons why I'm against new big government programs trying to solve things. Even in cases where maybe the government really could do something that's a net positive (which is harder and rarer than many people think even when some different approach is used), what comes out of the political process tends to be very messy.

This was particularly ugly not because it was a negotiation, that's what produces most of the ordinary "never as pretty", results we get from government. But because it was a rushed negotiation, almost all within one party, with a determination to get something passed, that was much stronger than any concern about the quality of what's passed.
