Whether the board recommends against any individual procedure like mammograms for forty somethings (now approved) or shingles vaccinations for seniors (now disapproved) causing Congress to override them is trivial in the context of the monstrosity. Only in its totality is it important and even then is a fairly small part of the monstrosity. How we do public insurance, how we finance things, how insurance is regulated, etc are all open to revision.

When insurance costs go up as a result, that might cause an immediate backlash.
