It was a campaign promise, which probably gets him off the hook on a technicality, as our tradition is to ignore Democrat campaign lies and to hold Republicans responsible for theirs.

However, Obama was in control of this situation and could have readily called for an open and participatory process, and we would have had it. Instead, from the outset he and the congressional leadership chose the closed, exclusive process.

Had Obama told Reid and Pelosi up front, "I want it on CSPAN like I said, and I want all the parties in the room", that's the way it would have been (just as when Obama told them he wanted it passed, at all costs, before Christmas, they started doling out bribes at an unprecedented rate).

Michael Barone would know better than I do about what Stephen Douglas did. But in my lifetime this has undoubtedly been the most corrupt legislative process this country has undertaken. I remember something remotely similar done by the Texas legislature a couple of decades ago, but in terms of DC politics, I just don't think this kind of corruption has been seen in our country.
