Costs are lower, though, than they would be without NICE. Some stuff gets reversed but other stuff doesn't. Which, seems to me is the way it should be. The only question is how high to make the threshold for reversal and how rational that process will be. I expect it would end up like coverage of missing pretty white girls--IOW, a beauty contest rather than an objective weighing of relative merits.
