It hasn't occurred, certainly not to the point of including folks who aren't paying attention. There's been way too much of a rush to get this done and more concern for winning and losing than for the efficacy of the product. They don't seem to care even if they understand it let alone if we do.

I think you are mistaken if you believe that the average person understands care will be rationed under these bills.

That said, you'd have to be a total idiot to not understand that health coverage from whatever source arguably other than your own pocket has always been rationed and will always be rationed. I don't know that it's the obligation of the proponents to force feed the public facts that any citizen old enough to have a health insurance policy should understand. There are people who don't understand that if you write a check for more than you have in your checking account the check will bounce, you'll have a cranky creditor on your hands, and the bank will charge you a fee. Whose fault is that? Does government have an obligation to be sure everyone understands that before they pass bank charter laws? I'm sorry but I don't feel sorry for anyone taken by surprise by the fact that health coverage is rationed. Like, duh!

So, I agree with you that the bills have a lot of things in them that they and we don't understand and that's not right. But the fact that health care is rationed isn't one of them. That's about as simple and obvious as knowing you have to put gas in your car for it to go. Folks that stupid should breathe let alone complain about the health care bills.
