If you expand the scope of federal involvement, then the expansion of limitation statements, mandates, and generally the impact of political decisions comes with it. The limitations aren't necessarily expanded, but they have more impact.

The more the government controls, the more all sorts of already difficult issues, become big furious political battles. One more reason not to have this expansion.
