That POS article spins it as if China is dropping emissions monitoring. That's total BS. It also spins it as if China/US is dropping their commitments to emissions reductions. Again total BS. China, USA and other countries agreed on the need to keep global temperatures from rising above 2 C and to reduce worldwide emissions by 50 per cent below 1990 levels by 2020. That BS article is targeted at idiots like Bong'n'Snort, who don't care about the facts, nor do they care about the future of the planet. They don't care about ANYTHING but their own bellybutton. Idiots like BS (Bong'n'Snort) will probably go to hell.
