I can't remember the name of the commission that will have jurisdiction, but it is created and and it will have the authority to do exactly that. It is not explicitly stated, but it doesn't have to be. As to the rest of your argument, the point is we don't know what they will do, only that there will be some form of rationing. I am not comfortable with that. I think all of this should be spelled out and not left to some bureaucrat. lj
