would you rather be taught by a TA or a professor.

It would depend on the level of the material. For beginner material a TA would be at least as good, maybe better. Professors are best with advanced students and often bored with beginners. Likewise PA's. They are generally better at relating to their patients and can handle the easier and routine stuff.

Should you pay the same for both ?

For equal work. I would pay a PA as much as an MD for managing someone's diabetes or BP or cleaning a wound. More advanced work should pay better than routine work.

It seems to me it makes economic sense to use lower skilled workers for lower skilled work.
