We do need aging infrastructure replaced. However that being said, it won't provide a huge return on investment either. Only really great RDT&E provides a huge return, however in order to get that huge, return, guess what, you have to take huge risks. Infrastructure is low to no risk and we need aging bridges replaced, repaired, improved etc. It's a basic need, not an investment. If we invest in high tech R&D, more than likely the majority of the funds will turn up nothing. It's like prospecting for gold.
