The notion that a country must be competitive is flawed. Here is why:

If all a country produce would be sold in a free international market, your assumption would stand.

So that costs down would mean more competitiveness for the output of a given country.

If a country is competitive vis a vis the rest of the world in a few sectors, say raw materials and agriculture, which are in high demand, it can earn foreign currency to buy the other goods and services the other countries are more competitive at.

It is important to note that is trade makes up 15% of the GDP, it is less important for a country to be competitive since its goods and services andre produced and consumed internally.
