OT Rant reply... We have the same situation in Southern Az, where there are checkpoints miles and miles north of the actual border. The rationale is crossers come from all over the border, not just through the checkpoint at such points like Nogales or Douglas. Hence, the "auxiliary" checkpoints are at strategic places where the crossers eventually need to get onto well traveled roads (think hiway).
