OT Rant reply...

We have the same situation in Southern Az, where there are checkpoints miles and miles north of the actual border. The rationale is crossers come from all over the border, not just through the checkpoint at such points like Nogales or Douglas. Hence, the "auxiliary" checkpoints are at strategic places where the crossers eventually need to get onto well traveled roads (think hiway).

*Very OT* It will be interesting to follow the inevitable media circus surrounding the court case when the first person gets arrested for indecent exposure, due to having to pee in an empty water bottle during the descent.
