The Geneva Conventions outline the responsibilities of an occupying power.

Israel no longer "occupies" the West Bank because Jordan abdicated it's control over the territory in 1989 and made a separate peace with Israel in 1994.

Since NO STATE OF WAR EXISTS BETWEEN JORDAN AND ISRAEL, Israel is no longer an occupying power.

Furthermore, that state of war was not officially "transferred" to the Palestinians Authority since they are not a sovereign state and the Geneva Accords outline conduct between warring STATES who are signatories to the accord.

Show me where the Palestinian Authority is a signatory to the Geneva Accords.

Furthermore, peace agreements are negotiated between sovereign governments. If one party does not acknowledge the legitimacy of the other party, then "officially" a state of war does not exist, nor is there any basis for conducting peace talks.

Show me where the Palestinian Authority acknowledges Israel's sovereignty, or right to exist as a Jewish state.

In fact, they just recently stated that Israel's demand that the PA recognize Israel as a Jewish state is a "provocation".

YET, they demand recognition as a "Palestinian" State. That's like trying to have your cake and eat it too.

Until the Palestinians accept Israel in the manner in which the Israelis perceive themselves, they will not be any reciprocity towards the Palestinians.

I would also submit that any Palestinian state MUST extend and guarantee the rights of ALL PEOPLE, including Jews, who might want to reside within a Palestinian state. This would include the right to vote for non-Palestinian citizens of a Palestinian state and guarantee of property rights.

The ball is in the Palestinian's court. The only thing holding back their independence is their obstinance.
