So that's a little good news in that the actual cost was less than the projected cost at the time of passage. According to the National Review Online, the estimated cost was about $600B over a 10 year period (http://article.nationalreview.com/?q=NDYwNWY0NTM4NWViOWIyOTU2OWExOTBjY2IwMzBkMjg=). And if they've managed to shave a couple hundred billion off of that, the simple fact is that none of that was paid for by the GOP! That's still fiscally irresponsible.

Also, I'm not sure why you think the Dems would kill the success of the Part D program by closing the donut hole, when the CBO thinks it would result in large savings. Here's a quote from a letter from the CBO to Rangel:

Changes to the Medicare Part D program that would establish a new prescription drug rebate program for some people who are eligible for both Medicaid and Medicare, while expanding drug coverage to beneficiaries that are currently subject to a gap in coverage (often referred to as the Part D “doughnut hole”), saving $30 billion over the 2010-2019 period.

Apparently its the only major US federal government health care program that came in under budget projections, with the others costing well above projections (of course its still early, if the program does survive cost could start increasing faster).
