If that's your whole statement your moving even further away from an argument, moving from an unclear assertion to a specific term with no action related to it, or claim made about it. If (as I think the case), your substituting Credit Default Swaps, for "that" in your earlier sentence you get "Credit Default Swaps where 90%+ of the global problems" Now at least you have a specific assertion, even if it isn't one backed up by anything. You still don't have an actual argument.
