The systematic failure I see is that the Federal government is so preoccupied with things they have no business doing that they can't concentrate on the things they ARE responsible for and that no one else can do.

They should close the CIA down, they serve no useful purpose. Ron Paul is right, 75 billion dollars a year for security down the drain.
