This is outside your expertise as a marine biologist (which, apparently, is also outside your expertise, somehow). I'm talking with someone who deals with EOD on a routine basis and has been trained on PETN as well as others.

The definitive answer is "it depends". But it was certainly enough explosive that it is not "unlikely" the plane could have been brought down with it, even without proper placement or shaped charges.
