Sure but if that's all you where presenting you'd have something like a two column chart with the year in one column, the deficit in another (maybe you would toss in a third column with a running national debt total).

The fact is the presentation was not simply "the annual accumulations of federal debt, and the annual amount of federal spending and borrowing" but an attempt to present responsibility to presidents, and then make a partisan point based off that idea.
