An extremist Muslim who attacks and kills soldiers on a military base after having had contact with members of AQ, and you assume there was no "plot".

AQ isn't about "plots". It is about killing Americans. Nothing else. They don't care whether it is done through a series of Muslim fanatics or through a coordinated 9/11-styled attack or a series of each. That's what you don't get. It is the reason the "cellular" nature of AQ was so important. It is the reason suicide operations are so important.
