Does the Massachusetts health care experiment make Romney a weaker 2012 candidate?

One of the 2012 predictions that i read indicated that Utah's John Huntsman would resign as Ambassador to China by mid-year 2010 and form an exploratory committee for the Presidency. He could obviously also campaign for others in 2010 but would need to get back from China this summer.
