It's not just Prez Obeyme. When anyone in his Admin responds to hard questions regarding anything that isn't working properly they always preface it with some comment[s] that lays blame elsewhere [mostly the Bush Admin]. I have yet to see any of them take responsibility for anything in those circumstances.
