That is an intelligent question worth responding to. Whichever country that invents the first fully functioning quantum computer will have a huge military advantage over a country without one, as a quantum computer will be able to blow through any (non quantum) encryption e.g. defense and financial secrets.

The only way to stop a quantum computer would be with quantum encryption.

Think if Hitler had invented the atomic bomb before we did!

Presntly China graduates 5 times as many engineers as we do and India 10 times. Plus both countries treat their scientists with respect not disdain.

Dr Steven Chu (Secretary of Energy and nobel prize winning physicist) said he was greeted in China as a rock star and in this country, not so much.
