As the article mentions, "Only one U.S. company, Occidental Petroleum Corp., joined the bidding last weekend".

You are repeating the distortion ("shut out") in the headline which implies US companies were somehow prevented from bidding. That's not the case. They simply declined to bid.

I've only seen it described as "shut out" in the US media.

Usual media attempt to stir up shit.
