It would be only fair, assuming there was some serious glitch or reason the stock should have been halted ... your opportunity loss isn't nearly as serious as the seller's real loss would be, and wasn't really justified in the first place.

But why exactly $20.73, given that the stock opened at 24.80, traded down to 16.00, then bounced back to close at 23.23?

No joke.. if you shorted into the downspike like I did at 23 below but then covered a tad to low then you are out of luck.
