Do you understand.....budgets are done the year before....so then, the 2008 budget numbers up above were prepared in 2007 before the downturn.

If the spending was determined early its still spending.

States passed fiscal 2010 general-fund budgets totaling $627.9 billion, 5.4% less than a year earlier

1 - Its the total spending, not the "general-fund budget" that matters. Total spending might not have decline, if it did, it wasn't by 5.4%

2 - 5.4% general fund cuts after year after year after year of increasing real per-capita spending.
