What do you take that term to mean?

Business climate can in very general terms be taken to mean that which attracts business. By that definition if they are losing business in both absolute and relative terms and have been doing so for a sustained amount of time, than they don't have a good business climate.


You still don't get it Tim. They are losing people. Why? Because the climate is so harsh.....people want to be where its warmer. If there are not enough people to employ, it doesn't matter how good your business climate is.

I repeat business climate is one of many factors industry considers before locating in a particular state.
