Of course and it had not one thing to do with the Bush administration.

HAL continues to operate under the same contracts in Iraq and Afg. today as they did under the GWB administration as they did under the Clinton administration in OTHER localities.

The simple truth is there are a very limited number of organizations who can do what HAL & KBR do.
