I don't think it supposed to have the ribbon. I am looking 2010 and no ribbon.

You only see the Ribbon in Outlook 2007 for individual items (appointments, contacts, emails, etc). The main window of Outlook didn't receive the Ribbon.

To see the Ribbon in other Office products, hold down the Alt key. When the Ribbon appears, double click on it to toggle it on and off.
