In the House bill, the fine is calculated as 2.5 percent of the income of the person being penalized. So, if I'm paying $15K or $20K for insurance which am I going to do? Well, that's because there are so many crooks like you who would game nearly any system created... It isn't "gaming the system" to take advantage of the way the law is written. Parsons doesn't pay income taxes even though he makes money. Is that "gaming the system"?
