Okay. Gray Davis was recalled in 2003 and Arnold elected governor simultaneously. I assumed Arnold was starting a new 4 year term but apparently, his first term was finishing Davis's second term...meaning he won't be in office a full 8 years. Its hard keeping up with CA politics. Sorry.
