where in Explorer and Chrome is the option to open a new page in a new browser

In Google Chrome, pull down the Tools Menu (Wrench Icon on right side) and select New Window. Or you can Click on the "+" at the top of the Chrome screen to open a new tab, then just drag and drop the new tab to anywhere on the screen and a new Window will be opened.


This isn't quite it, this how to open a new empty window. What I want is when I use a bookmark to go to a new page, the new page opens in a new window, so the new page is the new window, but the 'old page' remains open in the background.

Usually in options there is something like "Open bookmarks in a new window", but I don't see it in Chrome.

I need the same command for Explorer if anyone knows. I've got a new laptop, and setting it up to run like my years old PCs is taking a while :-)
