we could allow one trade in a month to sell (or close) separate from one trade a month to buy and sell all at once.

This would not be as loose as 2 trading days a month.

But we also have the historical record to go against. Did we always have one trading day a month, sometimes limited to Fridays (or last trading day of the week)?

If so, then we should be slow to change the rules at all.
