Its time.......implementing the Israel plan will require a significant amount of time during the course of a day. It could likely be done in about the same time as we currently spend or a tad more. I don't know if you got it, but the training of the personnel on what questions to ask and how to measure responses is essential. When you go through security now, the first thing you do is hand the guy your documents which get a cursory review that is usually insubstantial. This guy needs to be trained to ask the right questions and watch for your reactions. In a couple minutes time he knows. And you can dispense with a lot of the bogus security measures now in effect.
