No, they're not. The DSL services being offered by US West connect the user to the network all the time, so no per minute charges. In some areas (mine included) you can get flat rate ISDN. I pay $70 for unlimited use, of course that does include two lines. But I am aware that many telco's charge outragous prices for ISDN and that never helped it's growth. DSL is obviously a better solution for the telco's, lets hope they really expand it...

DSL is not dial up. Once you have DSL service you are on the network full time. Just click your browser and you are there. Flat rate unlimited usage. However you will see teired service. 384k down 256k up = $ xx.xx 512 down 384k up = $ x.xx and so on.
