What Robinson did was take what scientists have been pointing out was likely and extrapolated it. It is what good SF authors do.

In the case of Chaos Theory, when a dynamically stable system moves from one strange attractor to another, the system experiences wide swings in both directions. So a cooling period is obvious. So are abnormally hot ones. Heck, I have mentioned it many times over the years.
