Yep, although technically the govt. can buy it's own debt.
I know this sounds silly, but that's what they did this year.
In the govt. it's all about the govt. program - in this case,
the program to provide low interest mortgages. So, Hell will
freeze before rates go up, although there are times
when fearful investors overwhelm this objective. Them silly
folks fear when govt. prints money to finance itself. That's
when you get fiscal/funding crisis. -g-
